| Abstract: | Стаття присвячена визначенню сутності терміну «іноземець», а також аналізу окремих найбільш відомих підходів до його визначен- ня. Розглядаються доктринальні погляди провідних українських та зарубіжних вчених, законодавче закріплення цього терміну на різних історичних етапах. Визначено співвідношення понять «іноземці», «іноземні громадяни», «особи без громадянства», «негромадяни». Ключові слова: іноземці, особи без громадянства, правовий статус іноземців, ознаки іноземців, негромадяни. |
| Description: | The article is devoted to defining the nature of the term «foreigner», and it analyzes some of the most well known approaches to its definition. The doctrinal views of the leading Ukrainian and foreign scientists, legislative strengthening of this notion in different historical periods are considered. The cooperation of such notions as «foreigners», «foreign nationals», «stateless persons», «non-citizens» is defined. Key words: foreigners, stateless persons, legal status of foreigners, features of foreigners, non-citizens. |
