Охрана культурного наследия города в американском аспекте (вторая половина ХХ - начало ХХІ вв.): деятельность Фундации Исторической Саванны и города Саванна (штат Джорджия)

Abstract

Одна из наиболее актуальных мировоззренческих проблем практики городского развития связана с преодолением противоречий между необходимостью охраны архитектурного наследия и задачами реконструкции и модернизации исторического центра города. Современные бурные темпы городского развития с каждым годом все больше входят в противоречие с задачами охраны наследия. Европейские города с богатым культурным наследием в своем развитии постоянно находятся в поиске баланса между индустриализацией и туризмом, историей и реалиями повседневной жизни, исследуют способы планирования прогрессивного будущего – с уважением и принятием прошлого. Nowadays, European cities with rich cultural heritage are looking for the balance between tourism, history and day to day life, seeking for ways of planning a progressive future while respecting the past. In order to find new effective preservation methods and techniques on the local level under conditions of fast urban development, the author of this article has researched the American preservation system by volunteering at the Historic Savannah Foundation (Georgia, USA), a non-profit organization that works to preserve and protect Savannah's heritage through advocacy, education and community involvement since 1955. Studying the organization's archives and best practices has allowed the author to discover many successful preservation tools and mechanisms. Among them: Revolving Funds, Facade Grant Programs, Preservation Easement Programs, Preservation Awards, and the Architectural Review Board. Due to the 60 years of Historic Savannah Foundation's active involvement, the historic city of Savannah was rescued and its uniqueness, sense of place and identity as a community were saved. It has shown the apparent economic benefits to historic preservation.
