Abstract

In this article an author explores as by the different methods of the state co-operate with ungovernmental actors and simultaneously try to limit their aspirations. Conclusion is drawn as a result, that the redistribution of administrative functions will be carried out by the method of attempts and errors with large probability of unexpected actions. In this context it is possible to conduct speech (at least on the first stage) not about the global management, but about the global adjusting, not forgetting that, taking part in this process, every country aims, above all things, to provide own interests and interests political and business elite.
