Визначальні принципи регіонального менеджменту сільського розвитку

Abstract

Статтю присвячено дослідженню концептуальних та теоретико-методичних основ формування науково обґрунтованих принципів, врахованих у процесі побудови системи регіонального менеджменту сільським розвитком. Актуальність зумовлена необхідністю прийняття адекватних управлінських рішень на основі наукових принципів, що сприятиме вирішенню соціально-економічних і екологічних проблем села,, що сприятиме вирішенню соціально-економічних і екологічних проблем села, окресленню інноваційно спрямованої концепції сільського розвитку в умовах цифрових трансформацій, забезпеченню продовольчої безпеки країни та її регіонів, розбудови сільської інфраструк- тури. Наголошено на тому, що задіяння управлінських підходів з урахуванням науково об- ґрунтованих принципів розширюватиме можливості зайнятості сільських мешканців, стане мотиваційним чинником впливу на процес залучення молоді щодо забезпечення зба- лансованого розвитку сільської місцевості, сприятиме підвищенню рівня ефективності запровадження цифрових технологій у сфери та види економічної діяльності формуючи конкурентні переваги для забезпечення сільського розвитку вирішуючи проблемні соціально-економічні й екологічні питання зазначеного розвитку, сприяючи уникненню певних ризиків і загроз щодо впливу зовнішнього середовища.

The article is devoted to the study of the conceptual and theoretical and methodological foundations of the formation of scientifically based principles taken into account in the process of building a system of regional management of rural development. The urgency is determined by the adoption of adequate and competent management decisions based on scientific principles, which will contribute to the solution of socio-economic and ecological problems of the village, the outline of an innovatively oriented concept of rural development in the conditions of digital transformations, ensuring the food security of the country in its regions, the development of rural infrastructure. It is emphasized that the use of management approaches taking into account scientifically based principles will expand the employment opportunities of rural residents, will become a motivating factor influencing the process of involving young people to ensure the balanced development of rural areas. The priority principles of digitization of the field of rural development management in the conditions of digitization changes in the economy of the country and its regions are summarized in accordance with the developed project "Digital Agenda of Ukraine - 2020 ("Digital Agenda" - 2020)" and Concepts for the development of the digital economy and society of Ukraine for 2018-2020, where the main ones are outlined: accessibility, evaluation of advantages (benefits), integrity, development of the information society, integration, standardization, information security, public administration. The author's vision is substantiated by highlighting a number of principles that will have a complementary character based on the actualization of information openness and transparency, flexibility and adaptability, parity, inclusiveness, co-evolution, competitiveness, information environmental friendliness, interoperability. The use of scientific principles of digitization in the sphere of rural development management at the regional level makes it possible to increase the level of effectiveness of the introduction of digital technologies in the spheres and types of economic activity, forming competitive advantages to ensure rural development, solving problematic socio-economic and environmental issues of the specified development, contributing to the avoidance of certain risks and threats related to the influence of the external environment.
