| Description: | In the article formulated the principle of loyalty to the constitution, which is revealed in the light of the nature of constitutional innovation. Advocated the idea of forming a net of public authorities, which are inherent both relationships of hierarchy and heterarchy that should be considered in constitutional dynamics, the criterion of what is right to the free development of the individual in harmony with nature.
