Шляхи реформування готельно-ресторанної та туристичної індустрії України після отримання статусу кандидата у члени ЄС

Abstract

Стаття присвячена дослідженню шляхів реформування вітчизняної готельно-ресторанної та туристичної індустрії після отримання Україною статусу кандидата у члени Європейського Союзу. На думку авторів, після отримання зазначеного статусу, українському уряду необхідно розглянути перспективні шляхи реформування готельно-ресторанної та туристичної індустрії відповідно до вимог європейської спільноти, оскільки сфера гостинності є стовідсотковим індикатором добробуту та фундаментом успішного розвитку туристичної галузі країни. Також, після закінчення війни для України актуальною постає проблема відбудови сфери гостинності та туристичної інфраструктури до європейських і світових стандартів. Автори відмічають, що досвід у цій сфері європейських країн-сусідів Польщі, Угорщини, Словаччини та Чехія був би актуальним на даному етапі і для України. Зазначені країни Вишеградської четвірки, так само як і Україна мали комуністичне минуле та із отриманням статусу кандидатів до Європейського Союзу змогли успішно впродовж десятиліття модернізувати сферу готельно-ресторанного бізнесу і туризму до європейських та світових стандартів гостинності. У контексті зазначеного, автори у статті дійшли висновку, що уряд України має здійснити наступні кроки, щодо реформування вітчизняної готельно-ресторанної та туристичної індустрії, зокрема: створити подібну до країн ЄС державну інституційну систему організацій, яка б регулювала сферу туризму та готельно-ресторанного бізнесу, за допомогою прозорої туристичної політики досягти кращих умов захисту інтересів клієнтів, сформувати чіткі правила діяльності для туристичних компаній та туроператорів, створити сприятливі умови для розвитку готель- но-ресторанної сфери та туристичної галузі у країні, брати регулярну і активну участь у провідних міжнародних форумах у сфері гостинності та туризму, тим самим презентуючи свою діяльність у зазначених сферах тощо. Для розв’язання наукових завдань, що стосуються дослідження шляхів реформування готельно-ресторанної та туристичної індустрії України після отримання статусу кандидата у члени Європейського Союзу, застосовано загальнонаукові методи, зокрема: логічний та аналітичний метод, метод узагальнення, метод систематизації та класифікації, метод дедукції та індукції, метод синтезу й аналізу тощо.

The article is devoted to researching the ways of reforming the domestic hotel-restaurant and tourism industry after Ukraine received the status of a candidate for membership of the European Union. According to the authors after receiving the specified status, the Ukrainian government needs to consider promising ways of reforming the hotel, restaurant and tourism industry in accordance with the requirements of the European community, since the hospitality sector is a one hundred percent indicator of well-being and the foundation of the successful development of the country's tourism industry. Also, after the end of the war, the problem of rebuilding the field of hospitality and tourist infrastructure to European and world standards becomes urgent for Ukraine. The authors note that the experience in this field of the European neighboring countries of Poland, Hungary, Slovakia and the Czech Republic would be relevant at this stage for Ukraine as well. The mentioned countries of the Visegrad Four, as well as Ukraine, had a communist past and, with the status of candidates for the European Union, were able to successfully modernize the sphere of hotel and restaurant business and tourism to European and world standards of hospitality over the course of a decade. In the context of the above, the authors of the article came to the conclusion that the government of Ukraine should take the following steps to reform the domestic hotel-restaurant and tourism industry, in particular: create a state institutional system of organizations similar to the EU countries, which would regulate the sphere of tourism and hotel restaurant business , with the help of a transparent tourism policy, to achieve better conditions for protecting the interests of customers, to form clear rules of operation for travel companies and tour operators, to create favorable conditions for the development of the hotel and restaurant sector and the tourism industry in the country, to take regular and active participation in leading international forums in the field of hospitality and tourism, thereby presenting their activities in the specified areas, etc. To solve the scientific tasks related to researching the ways of reforming the hotel, restaurant and tourism industry of Ukraine after obtaining the status of a candidate for membership of the European Union, general scientific methods were applied, in particular: the logical and analytical method, the method of generalization, the method of systematization and classification, the method of deduction and induction, method of synthesis and analysis, etc.
